Breaking the Cycle of “Peasant Science”
Uganda has made a deliberate, revolutionary decision to pursue Science and Technology Innovation (STI) driven industrial value chain development, supported by a national STI Secretariat. This shift addresses a long-standing challenge where scientific research remained detached from the marketplace a phenomenon termed “peasant science.” Recognizing that true economic development requires transitioning from a workforce of basic labor to one of industrial human capital, we serve as a national “foundry” where fragmented STI capacity and infrastructure in the public and private sectors are marshaled and molded. Led by very brilliant minds, we successfully built a functional national mechanism for sustainable STI human capital development and utilization, transforming these fragmented resources into a powerhouse for national industrialization
We seek to break the cycle of ‘peasant science,’ where research is detached from economic impact, and instead champion a new generation of scientists who not only generate knowledge but translate it into viable industrial products.
Vision 2040
Background
The Foundry Network for Science, Technology, and Innovation (FONSTI) began with a proof of concept aimed at addressing fragmented STI infrastructure and human capital development. This phase revealed key lessons, including the need for curriculum reforms and a strong mentoring system aligned with STI industrial needs. Building on these insights, FONSTI is now transitioning from a prototype to a viable venture. FONSTI is designed to become the national hub for developing Uganda’s next generation of industrial scientific workforce and leadership in STI. It will fast-track talent development by addressing critical pipeline workforce gaps, creating alignment between human capital development and the country’s industrial priorities.
FONSTI’s model will introduce curriculum reforms, embedding work-based learning and hands-on training aligned with key STI industrial value chains such as biotechnology, renewable energy, and advanced manufacturing. Through a national mentoring mechanism, FONSTI will connect emerging and struggling innovators with opportunities, while also engaging Uganda’s diaspora to bring in global expertise. FONSTI is positioned to be a transformative force of Human Capital development in Uganda’s journey towards STI-led industrialization, driving sustainable growth and regional leadership in innovation.

Mandate
To create a semi autonomous institution supported by STI-OP that will champion the development of Industrial scientists (the scientist that produces industries, so this scientist understands the whole scope of the industry) for industrial development. This will be achieved through a structured, multi-phased approach to develop a sustainable and scalable Human Capital Development program. The following high-level stages will guide the journey from idea to a mature enterprise, ensuring efficient use of the requested grant funds to achieve key deliverables. The Human capital that will be developed will be competent to support Uganda’s vision 2040 and Africa Agenda 2063.

Our Focus
While our framework is broad, we have a specialized focus on the Pathogen Economy, the development of vaccines, diagnostics, biologicals, and therapeutics, and the integration of Industry 4.0 technologies like AI and aerospace. By focusing on these high-value chains, we ensure Uganda is self-reliant and globally competitive.
